What is the Individuals with Disabilities Education Act?
According to the U.S. Department of Education, The Individuals with Disabilities Education Act (IDEA) is a law that makes available free appropriate public education to eligible children with disabilities throughout the nation and ensures special education and related services to those children.
The IDEA governs how states and public agencies provide early intervention, special education, and related services to more than 8 million (as of school year 2022-23) eligible infants, toddlers, children, and youth with disabilities.
Infants and toddlers, birth through age 2, with disabilities and their families receive early intervention services under IDEA Part C. Children and youth ages 3 through 21 receive special education and related services under IDEA Part B.
Prior to 1975, there were no legal protections ensuring children with disabilities had access to free public education. Many of these children were placed in institutions, excluded from school entirely, or faced significant challenges in school without the individualized support they required, as there was no requirement to provide them with an education.
History of Inclusion at HMS
Since 1882, HMS School for Children with Cerebral Palsy has been a safe haven for children and young adults. Our founder, Helen Innes, dedicated herself to caring for as many children as possible, providing her services free of charge in a world where these services were seldom provided at all. Following the height of the polio crisis, HMS shifted its focus in the 1960s to specialize in cerebral palsy, a full fifteen years before the passage of the IDEA Act.
With this early focus, we were uniquely equipped to deliver exceptional care and special education programs to those most vulnerable. With a long history of supporting children with a wide range of disabilities, HMS remains committed to fostering growth and helping our students reach their fullest potential. Enhancing educational outcomes is at the heart of our mission, aligning with a broader vision of ensuring equality, inclusion, independence, and opportunities for individuals with disabilities to live fulfilling lives.
Our Promise to Educate
At HMS School, our focus is on the abilities of our students, recognizing that their potential has no limits. We believe it is their right to fully participate in and contribute meaningfully to their communities and society.
Not only do we promote an inclusive education, but we also ensure it. Each student at HMS is provided with an education that begins with communication. Communication that starts with understanding their needs and how best our team of experienced staff can meet them. We also equip each student with access to assistive technology, augmentative and alternative communication devices, and an in-house speech-language pathologist to help each student find or use their voice! From there, we expand their opportunities to learn functional life skills, vocational skills, encourage community engagement, and much more. By tailoring our approach to meet each student’s needs, we empower them to build confidence, independence, and a path to fulfilling their potential.
Life Beyond HMS
The impact of our educational program extends far beyond the walls of HMS School. We continue to uphold the principles of the Individuals with Disabilities Education Act (IDEA), by ensuring that every student has access to a free and appropriate education tailored to their unique needs. Our students and families leverage the skills and resources they acquire here to advocate for themselves, communicate effectively with others, and achieve varying degrees of independence. While every student’s journey is uniquely their own, we are honored to facilitate meaningful activities and provide personalized support that inspires each student to reach their fullest potential.
Our parents frequently acknowledge the transformative influence of HMS. As one parent shared:
“The focus on communication has opened a new level of awareness and curiosity in my daughter. The staff encourages her to find creative ways to express herself, which has unlocked her potential in all areas of her life.”
Another alumni parent reflected on the unparalleled dedication of our team:
“HMS has a staff of passionate people who are committed to making the lives of children with cerebral palsy the best that they can be. We are fortunate that our home school district recognizes the benefits of sending our son to HMS. Few schools can compare to the level of service provided here.”
The stories of our students and their families remind us daily why we do what we do. At HMS, we’re not just preparing students for the future, we’re helping them build a life that reflects their goals, abilities, and boundless potential. Stay connected with HMS!
